Among the concerns with the Articles of Confederation were those that resulted in the making of the new Constitution. The Articles was not able to require states to pay taxes to the national government that there were no executive and judicial branches, and could not enforce its decisions, even though these were major weaknesses. Yet, the Articles did not let the state establish an individual foreign policy separate from all the others. The foreign policy was mainly carried out within the national level by the Congress since according to Article IX, Congress shall have the exclusive authority to make a decision on war and peace. Letting states to make sovereign decisions will also weaken the federal government. So although the Articles consisted in lot of defects, the problem of autonomous state foreign policies was not among them . A monolithic foreign policy was maintained on the national level.
