Several of the fundamental structures of cities for instance the utilities, electricity, water, communication and banking are mostly in the hands of private partners. These basic services and amenities are normally provided by other subsectors of the private sector or companies. Relative to critical infrastructure, the federal government has responsibility for the security and supervision of specific elements though security of the country and the protection of people is involved. While the development of these critical systems is vested in the various state departments, the functional management, care and protection of these systems is still in the hands of private entities who own them. Particularly important is the cooperation of the private sector and governmental bodies in the organization and pursuit of the strategies aimed at the protection and further strengthening of critical infrastructure.
