Anti-Federalists withheld support until the promise to introduce amendments enumerating cherished personal liberties of speech, press and protection from unreasonable searches. Although Federalists believed that existing state declarations of rights were enough, the need for united ratification and political pressure forced them to yield anti-federalist demand overwhelming constitutional guarantees at federal level . In essence it was the manner in which Anti-Federalists loudly opposed to wider acceptance of Constitution unless Bill of Rights is adopted that secured such arrangements.
